Does anyone know if the Thai guys from Issan who are working here in Pattaya are legally required to go home to their villages in Issan in order to vote in the referendum on the new constitution on August 19 ? Normally, voting in Thailand in mandatory but someone at the beach told me that voting in this referendum is not.
Is voting in referendum mandatory ?

"The referendum according to the 2006 interim constitution is not compulsory; therefore, there is no penalty for a person who does not turn out to vote. It is different from an election which is compulsory."
