I have always wondered what it means when they say that some project "is under royal patronage." It obviously does not mean that the royals are paying the bills.

Likely very true. Under royal patronage usually means that the King endorses somebody else giving money in the King's name to some project. They make it look like it comes from the King but it rarely does. And
what does the donor get? Interesting question - probably good karma and some backdoor political advantages.
On a related subject, you'll notice many big businesses in Thailand with a royal seal over their door. They pay for that and, of course, you know who they pay. Everybody used to say Shinawatra was the richest guy in Thailand but I doubt if that was ever the case.

There's obviously more going on with this Fund than a lack of funds:
"A group of conservation activists who were abruptly sacked from Wildlife Fund Thailand (WFT) has threatened to take legal action against the organisation's president Pisit Na Phattalung if he refuses to resign from his post.
Surapol Duangkhae, former WFT secretary-general, accused Mr Pisit of having a conflict of interest and not being fit for the presidency of the organisation given his private business which, he claimed, supplies wildlife to the Chiang Mai Night Safari and Ocean World aquarium at Siam Paragon."

The main editorial of the Bangkok Post today calls on the guy who fired all these people to start explaining:
"Considering the important mission of the organisation he heads, Mr Pisit owes it not only to the staff he dismissed but also to the general public to clear all the allegations against him personally and to explain what is really going on in the WFT.
He must come out and reveal all details regarding the organisation's financial standing. He must be able to explain that the mass lay-off was, indeed, necessary.
Unless Mr Pisit can come up with an explanation acceptable to the public, he has no legitimacy in continuing to lead the organisation."
