Controlling prices in Thailand

I read this article on the internet edition of the Nation today. It seems to say that there is something in Thailand called the Internal Trade Department that controls the price of consumer goods.

"The director-general of the Internal Trade Department expressed confidence Saturday that the department would be able to control prices of consumers' goods from rising unfairly.Yanyong Puanraj, the director-general, said the department has so far approved the increases of three or four goods because their cost had increased very high.

He said the prices of fresh foods in fresh markets had not increased yet. He said the department had opened a hotline, 1569, to receive complaints of unfair price hikes."

What I don't understand is why the price of the same items is not the same in all stores if the government approves all price increases. But anyone knows that you pay a lot more for things in a convenience store than at a major supermarket for fruit, produce and canned goods.
