I am only beginning to understand Thai politics but it seems to me that Prime Mnister Abhisit is losing control of the government, with the army running things the way it pleases or his coalition partners trying to take over the civilian cabinet.
"The Bhum Jai Thai Party is consolidating its position in the coalition government by claiming the right to two more Cabinet seats, a source said yesterday. The move was believed to be part of the second largest coalition party's preparation for the next general election. News of the consolidation came after speculation about possible House dissolution, which yesterday was rejected by coalition figures.
Bhum Jai Thai is seeking to replace Deputy Agriculture Minister Chartchai Pukkayaporn and Natural Resources and Environment Minister Suwit Khunkitti with its own people."

"A Cabinet reshuffle is always a possibility to improve the government's performance but at this juncture the coalition partners have not sought a new line-up, Prime Minister Abhisit Vejjajiva said yesterday."I stand firm on job evaluation and the Cabinet line-up can change at any time to boost performance," he said.
Abhisit said his government has now been in office for more than four months, therefore change may be deemed necessary and does not have to wait for the periodic review after six months. Regardless of news reports that the Bhum Jai Thai Party wants to replace Deputy Agriculture Minister Chartchai Pukkayaporn, he said he had not received a formal request to shuffle the ministerial portfolios.
He said Chartchai was obligated to retain the support of his own party even though he might be doing his job well. The Cabinet might be functioning without any shortcomings but it was up to each coalition partner to adjust the seats under the party quotas as deemed necessary, he said.
Regarding portfolios held by the Democrats, the main coalition party has no plans for any changes, he said. He said he would have to review the Bhum Jai Thai proposal, if the party decided to shuffle its portfolios, before drawing his own conclusion on the new Cabinet line-up."

Compare that to this:
"Deputy Prime Minister Suthep Thaugsuban insisted there will not be a cabinet reshuffle soon . . .The government had no plans to reshuffle the cabinet at the moment since the ministers, especially those under the Democrat party like Foreign Minister Kasit Piromya and Deputy Prime Minister Kobsak Sabhavasu, were performing their duties well, Mr Suthep said on Monday. He said the Bhumjaithai party, one of the coalition partners, had not asked the Democrat party about the possibility Deputy Agriculture and Cooperatives Ministers Chartchai Pookyaporn would be replaced."
