The cabinet on Tuesday approved a draft bill for restructuring of the Southern Border Provinces Administration Centre (SBPAC), according to Deputy Interior Minister Thavorn Senniam. Under the draft, the prime minister would be director of the centre and a high-level Interior Ministry official secretary-general, and Songkhla province would be included as one of the border provinces under the SBPAC.

A number of cabinet ministers would form a committee to be in charge of formulating operational strategies of the SBPAC.

Mr Thavorn said the restructuring was for work efficiency and would not enable the political sector to have more power than security officers. The bill would be forwarded to the House of Representatives so that it could be passed into law during this parliamentary session, said Mr Thavorn."

In other words, Abhisit's promise to take political control of the area away from the army and into civilian hands was either pure BS - or there's a behind-the-scenes struggle for control of who runs the show. If it's the army versus Abhisit, bet on the boys in brown.
