Rabies alarm in Bangkok; 9 dead in last 3 months

"City Hall has admitted efforts to prevent the spread of rabies have failed after two more people died, bringing the number of rabies deaths in Bangkok to nine in just three months. Bangkok Deputy Governor Malinee Sukavejworakit yesterday said the city administration's measures to control the disease were ineffective and its pet vaccination campaign was unsuccessful.

The deaths of two more rabies victims indicated the city administration's public health service was below standard, Dr Malinee said. . . According to a report by the Public Health Ministry, the two victims died on March 14 and 15.

One was a 32-year-old man who died after being bitten by a cat in Bangkok Noi district. The man tried to help the cat when it was attacked by a dog, but the cat bit his hand. The other victim was a 67-year-old man who was bitten by a dog he tried to save from under a car. Public Health Minister Jurin Laksanavisit said the victims did not go to a doctor to receive rabies shots."

Can the politically astute who post here inform us who is at fault?

Is it PM Abhisit for failing to personally check on the animal vaccination programme?
Is it Thaksin for infecting the animals?
Is it the Army for not shooting the cats and dogs?
Is it the US Economy for making vaccinations too expensive?
Is it God for moving in a mysterious way and creating rabies?
