Dems meet to discuss charter changes w/o referendum

"The Democrat Party will meet to consider a proposal by the Chart Thai Pattana Party to amend the constitution within six months without holding a referendum. Democrat MPs will meet on Tuesday to discuss a range of topics, including the issue of constitutional amendment as proposed by the junior coalition parties, Democrat MP for Surat Thani Chumpol Kanchana said yesterday.

Mr Chumpol, who is head of the Democrat MPs, said the coalition parties were not yet clear about which sections of the charter should be changed, but the Democrat Party was willing to raise the matter for discussion at the meeting.

Previously, Tourism and Sports Minister Chumpol Silpa-archa, also Chart Thai Pattana Party leader, had called on the Democrats to step in to help resolve the political crisis. He also wanted Prime Minister Abhisit Vejjajiva to accept a proposal by the coalition parties to amend the charter within six months without holding a referendum on changes on the matter.''The Democrats should put aside their ideologies and accept the proposal by the [parliamentary] reconciliation committee to amend the charter within six months and then dissolve the House,'' Mr Chumpol said.

The coalition partners who are pushing for reform want to proceed with at least two of the six charter amendments proposed by an ad hoc parliamentary committee on reconciliation and charter review without having a referendum. They want changes made to Section 190, which requires the government to seek parliamentary approval before signing international agreements.

The reformists also want a change in the electoral system from multi-seat to single-seat constituencies. Mr Abhisit has so far only agreed to amend Section 190.Many Democrats also want to keep the multi-seat system."
