The caption in the Nation reads: "Privy Councillor Gen Surayud Chulanont gives Prime Minister Abhisit Vejjajiva an award for his Thai language skills at the Thai Language awards."

I assume the skills refer to Abhisit's ability to talk reconciliation and practice suppression.
